The Georgia Department of Community Affairs- Data for Planning map. The river corridor map is a subset of the digital information contained in the 1:100,000 U.S. Bureau of the Census TIGER/Line 2000 Final Version (Record Type H) for the State of Georgia. The file contains those digital stream line representations that are impacted by the Georgia State Law that defines "the protection of river corridors" (HB No. 643, see reference 1). Georgia State Law (Section 12-2-8, as amended, of Article 1, Chapter 2, Title 12 of the Official Code of Georgia, Annotated) defines protected river corridors as 100 foot strips of land that flank major river reaches with a mean annual flow of 400 cubic feet per second or greater. These do NOT include the lakes that fall in these stream reaches not meeting these flow requirements. Please note that while the digital representations of the stream reaches that meet the criteria of having a mean annual flow of 400 cfs or greater are contained in this file, the digital representations of the 100 foot strips, described in the law, are not contained in this file.
<purpose>This map was designed to assist local governments fulfill mapping reuirements of the Minimum Standards for Local Comprehensive Planning, Chapter 110-12-1-.04, Rules of the Georgia Department of Community Affairs, pursuant to the Georgia Planning Act of 1989, [OCGA 50-8-7.1.(b).(1)] These river corridors were designated by Georgia State Law (Section 12-2-8, as amended, of Article 1, Chapter 2, Title 12 of the Official Code of Georgia, Annotated) The law states that "these corridors are of vital importance to Georgia in that they help preserve those qualities that make a river suitable as a habitat for wildlife, a site for recreation, and a source for clean drinking water. River corridors allow the free movement of wildlife from area to area within the state, help control erosion and river sedimentation, and help absorb flood waters." (HB No. 643, see reference 1)</purpose>
<supplinf>This map was inferred in part from two similar maps prepared by the USGS/Georgia Geologic Survey: 1) a 100,000-scale map ('Corridor' map in the Digital Environmental Atlas of Georgia) and 2) a hardcopy map entitled 'River segments protected under the Mountain and River Corridor Protection Act', where a determination was made on each major river where the mean annual flow exceeded 400 cubic feet per second (cfs). A primary data source for this determination on the source reference map was the most current annual streamflow data report (see reference 2). In some cases it was found that the confluence of two major rivers having mean annual flows of 300-400 cfs, met the exceedence criteria. If the exceedence point could not be determined from the most current annual streamflow data report (see reference 2), the most nearby streamflow gage record was examined. If the mean annual flow at the gage was above or below 400 cfs, then the drainage areas at locations upstream or downstream were determined and multiplied by the cubic feet per second per square mile yield for the respective river basin locations until the exceedence point was found. (see references 3 and 4) Every stretch of river downstream was marked as being greater than 400 cfs mean annual flow. River sections that exceeded that exceeded 400 cfs mean annual flow were delineated on 1:24,000 scale U.S. Geological Survey topographic maps. These Topo Maps were then used to extract the rivers with mean annual flow of 400 cfs or greater from the 1:100,000 U.S. Geological Survey Digital Line Graph Hydrography. DCA used these USGS digital lines to select by map overlay intersection (and manual selection) the corresponding lines in the US Bureau of the Census TIGER/Line hydrography lines. <complete>USGS: The initial work of determining which rivers have a mean annual flow of 400 cfs or greater was checked as well as the transfer of this information to digital form.
DCA: To indentify the appropriate streams segments the USGS digital map was checked against a hardcopy map provided by the Georgia Geological Survey. The USGS digital map did not include all protected streams according to the hardcopy map; these were added. The USGS digital map erroneously included some reservoir areas; these were deleted. Both maps were in error with respect to the jurisdicitional boundary between the Protected River Corridor Act and Coastal Marshland Act areas. DCA determined this boundary by reference to National Wetlands Inventory maps and added the missing protected stream segments. Finally, all corresponding stram lines were extracted from the hydrographic layer (Record Type H) of the US Bureau of the Census TIGER/Line 2000 Final version.</complete>
<posacc>
<horizpa>
<horizpar>Census: The information present in these files is provided for the purposes of statistical analysis and census operations only. Coordinates in the TIGER/Line files have six implied decimal places, but the positional accuracy of these coordinates is not as great as the six decimal places suggest. The positional accuracy varies with the source materials used, but generally the information is no better than the established national map Accuracy standards for 1:100,000-scale maps from the U.S. Geological Survey (USGS); thus it is NOT suitable for high-precision measurement applications such as engineering problems, property transfers, or other uses that might require highly accurate measurements of the earth's surface. The USGS 1:100,000-scale maps met national map accuracy standards and use coordinates defined by the North American Datum, 1983. For the contiguous 48 States, the cartographic fidelity of most of the Census 2000 TIGER/Line files, in areas outside the 1980 census Geographic Base File/Dual Independent map Encoding (GBF/DIME) file coverage and selected other large metropolitan areas, compare favorably with the USGS 1:100,000-scale maps. The Census Bureau cannot specify the accuracy of features inside of what was the 1980 GBF/DIME-File coverage or selected metropolitan areas. The Census Bureau added updates to the TIGER/Line files that enumerators annotated on maps sheets prepared from the Census TIGER data base as they attempted to traverse every street feature shown on the Census 2000 map sheets; the Census Bureau also made other corrections from updated map sheets supplied by local participants for Census Bureau programs. The locational accuracy of these updates is of unknown quality. In addition to the Federal, State, and local sources, portions of the files may contain information obtained in part from maps and other materials prepared by private companies. Despite the fact the TIGER/Line data positional accuracy is not as high as the coordinate values imply, the six-decimal place precision is useful when producing maps. The precision allows features that are next to each other on the ground to be placed in the correct position, on the map, relative to each other, without overlap.</horizpar>
